Senior Policy Officer

About your new role

The Senior Policy Officer will lead the end-to-end development, implementation and evaluation of heavy vehicle access and freight productivity policies across Queensland for the Heavy Vehicle Policy and Productivity (HVPP) team. In this role, the advisor will tackle priority freight access issues such as agricultural and livestock routes, farm-gate and last-mile connectivity, quarry access and B-Triple route optimisation by translating pilots, trials and emerging access schemes into implementable, evidence-based solutions.

What you will need to exceed

• Substantial background leading policy from initial scoping and options analysis through to operational implementation and post-implementation review.
• Prior work operating within heavily regulated, safety-critical environments (e.g., transport, infrastructure, utilities, or heavy industry).
• Experience designing, monitoring, and evaluating live trials, proofs of concept, or sandbox schemes specifically setting up governance, operating conditions, compliance measures, and closure frameworks.
• A proven track record drafting authoritative executive briefings, Cabinet/Ministerial submissions, decision records, and formal regulatory instruments
• Ability to digest and balance competing, highly technical inputs such as pavement wear data, bridge structural engineering assessments, traffic network modeling, and road safety metrics.
• The confidence to make clear, defensible calls on complex, contested proposals
• Engaging directly with commercial operators, logistics bodies, primary producers, and community groups to negotiate viable access solutions without compromising road safety.
• Foundational awareness of road geometry, structural loading, and bridge capacity constraints.
